The 28th meeting of the Standing Committee of the 12th National People's Congress was held in Beijing from June 22nd to 27th. The meeting reviewed the draft amendment to the Water Pollution Prevention and Control Law twice.

The draft pointed out that some enterprises and the public have suggested that with the continuous improvement of the centralized treatment rate of urban sewage, the sludge generated after sewage treatment is increasing, and some sludge contains toxic and harmful substances. If not handled properly, it will cause new pollution. Provision should be made for sludge treatment and disposal.

After research, the Law Committee proposed to add a regulation: the operating unit of the urban sewage centralized treatment facility or the sludge treatment and disposal unit should safely dispose of the sludge to ensure that the sludge after treatment and disposal meets the national standards and the sludge is going. recording. At the same time, the corresponding legal responsibility has been increased.
